Birth records are considered part of a state and local government's vital records database, stored for the public to freely examine and use for their own research and information. Though the state of Virginia started its vital registration of significant events, such as births and deaths, as early as 1853, the state had only continued until 1896 due to the inevitable occurrence of the Civil War. Though there was a small percentage of birth registration to have continued, several independent cities had completely abandoned vital recording between 1896 and June 14, 1912. The Library of Virginia and the Family History Library had microfilmed the birth records between 1853 and 1896. If you then wish to obtain copies of birth records from 1913 up to the present, you may communicate with the Office of Vital Records of the Virginia Department of Health. However, these are restricted documents and are not considered as public records. Thus, you must present proof that you are the individual whose name appears on the certificate or that you are an immediate family member or a legal representative. Next, you must submit an filled-up application form, valid government-issued photo ID and an enclosed standard fee of $12, which may be paid via money order or personal check made payable to the State Health Department. Aside from availing of the mailing and walk-in service, you may also process your documents online for a faster and more convenient transaction.
