As early as 1650, it had been each clerk's responsibility to keep vital records of significant events occurring within the state of Connecticut. It was only in 1870, however, that full compliance was achieved by the state due to the establishment of the Connecticut Board of Health. Though the town's clerks are still responsible in maintaining birth records up to the present, you can only acquire State-certified copies of birth records occuring after July 1, 1897 at the the State Department of Health, while you may also communicate with the vital records registrars in the 169 towns of Connecticut if you wish to obtain town-certified copies of birth records.
